I fix the rating scraping and...
after a while of testing, the ini isnt really working (strange timezone problem)
situation :
orginaldata xmltv.se 1 :

realy strange....
The problem is, only the first channel in webgrab++.config.xml will get the correct offset +200 on 04012019... why ?
(tested by changing orderin config.xml)
someone have an idea ?
when i try to parse an use the complete (correct) start / stop string with
index_start.scrub {single|start="||"|>}
index_stop.scrub {single|stop="||"|>}
and set timezone back to utc
the log tells me :

After a littlebit more testing, back to Europe/Berlin time, (with fake systemdate 01.04.2019)
the offset +0200 will be added on all channels.
so, it semms to be an webgrabplus bug.
normaly, webgrabplus should add the correct offset +0200 to all channel >01.04.19, even the system time is before Summertime.
